Ⅰ. Establish the voluntary subscription system of green power certificate. The trading system of green power certificate is a major measure to improve the renewable energy supporting policy and the innovation development mechanism. It is not only conducive to strengthening the efficient use of clean energy and reducing the direct subsidies of the national financial funds, but also of positive significance to forge public consensus and promote energy transformation. Government agencies at all levels, enterprises and institutions, social institutions and individuals are encouraged to join in the voluntary subscription of green power certificate on the national green power certificate issuance and subscription platform as a proof of green power consumption.

According to market subscription, the renewable energy quota assessment and the compulsory trading of green power certificate will be launched in due course since 2018.
Ⅱ. Put green power certificate issuance into trial implementation. The green power certificate with a unique identification code is a digital certificate issued by the state to the power enterprises on their non water renewable energy grid electricity per megawatt hour. It is a confirmation and attribution proof of non water renewable energy generating capacity, as well as the only proof of green power consumption. From now on, the green power certificate issuance to the onshore wind power generation and photovoltaic power generation enterprises (excluding distributed photovoltaic power generation, the same below) on their renewable energy generating capacity will be put into trial implementation, relying on the renewable energy power generation project information management system.
風(fēng)電、光伏發(fā)電企業(yè)通過可再生能源發(fā)電項(xiàng)目信息管理系統(tǒng)，依據(jù)項(xiàng)目核準(zhǔn)（備案）文件、電費(fèi)結(jié)算單、電費(fèi)結(jié)算發(fā)票和電費(fèi)結(jié)算銀行轉(zhuǎn)賬證明等證明材料申請綠色電力證書，國家可再生能源信息管理中心按月核定和核發(fā)綠色電力證書。
With the project approval (for the record) documents, electricity settlement bills, invoices and bank transfer certificates and other certification materials, wind power generation and photovoltaic power generation enterprises can apply for green power certificates in the renewable energy power generation project information management system; the National Renewable Energy Information Management Centre shall approve and issue the green power certificate monthly.
Ⅲ. Improve the rules of green power certificate voluntary subscription. The green electricity certificate subscription shall be officially launched since July 1, 2017, and the subscription price shall be negotiated by the buyer and the seller or determined through price bidding, not higher than the subsidy amount for the additional electricity price of the renewable energy corresponding to the certificate.
風(fēng)電、光伏發(fā)電企業(yè)出售可再生能源綠色電力證書后，相應(yīng)的電量不再享受國家可再生能源電價附加資金的補(bǔ)貼。
The corresponding electricity shall no longer enjoy the national subsidy for the additional electricity price of the renewable energy after the wind power generation and photovoltaic power generation enterprises sell the green power certificates.
綠色電力證書經(jīng)認(rèn)購后不得再次出售，國家可再生能源信息管理中心負(fù)責(zé)對購買綠色電 力證書的機(jī)構(gòu)和個人核發(fā)憑證。
The green power certificate shall not be sold again after the subscription; the National Renewable Energy Information Management Centre is responsible for issuing certificates to institutions and individuals that subscribe for the green power certificate.
