為進(jìn)一步推動(dòng)各項(xiàng)重大政策措施貫徹落實(shí)，2016年8月26日，國(guó)務(wù)院發(fā)出國(guó)發(fā)明電[2016]4號(hào)通知，決定對(duì)各地區(qū)和各部門(mén)工作開(kāi)展第三次大督查。此次督查的重點(diǎn)內(nèi)容是保持經(jīng)濟(jì)平穩(wěn)發(fā)展、推進(jìn)供給側(cè)結(jié)構(gòu)性改革、促進(jìn)創(chuàng)新驅(qū)動(dòng)發(fā)展、保障和改善民生等四個(gè)方面工作。國(guó)務(wù)院要求各地區(qū)、各部門(mén)收到該通知后要迅速組織開(kāi)展自查，9月15日前向國(guó)務(wù)院報(bào)送自查報(bào)告。9月18—30日，國(guó)務(wù)院派出督查組赴地方和部門(mén)開(kāi)展實(shí)地督查。10月10日前，各督查組將督查結(jié)果報(bào)送國(guó)務(wù)院，國(guó)務(wù)院辦公廳適時(shí)向地方、部門(mén)轉(zhuǎn)送督查組督查反饋意見(jiàn)。

To further improve the implementation of material policies, on Aug 26, 2016, the State Council (SC) issued the SC [2016] Notice No. 4 to decide to conduct the third overall supervision on the work of regions and departments. The key contents in the supervision include four issues of keeping the stable development of economy, carrying forward the supply-side structural reform, promoting the innovation-driven development, and ensuring and improving people’s living standards. The SC requests each region and department to quickly organize and conduct self-examinations upon receiving the Notice and to submit the self-examination report before Sept 15. During Sept 18-30, the SC will send supervision groups to regions and departments to have onsite supervision. Before Oct 10, these supervision groups will submit the supervision results to the SC. The General Office of the SC will then express the feedback and opinions of supervision groups to regions and departments in due time.

2016年8月19日，住房和城鄉(xiāng)建設(shè)部辦公廳發(fā)出建辦市[2016]41號(hào)通知稱，為進(jìn)一步推進(jìn)建設(shè)工程企業(yè)資質(zhì)申報(bào)和審批電子化進(jìn)程，減輕企業(yè)負(fù)擔(dān)和社會(huì)成本，提高審批效率，決定對(duì)住建部審批的建筑業(yè)企業(yè)資質(zhì)和工程招標(biāo)代理機(jī)構(gòu)資格實(shí)行網(wǎng)上申報(bào)和審批。2016年12月1日起，由住建部審批的工程招標(biāo)代理機(jī)構(gòu)資格升級(jí)、重新核定事項(xiàng)，實(shí)行網(wǎng)上申報(bào)和審批，不再受理紙質(zhì)申請(qǐng)。2017年1月1日起，由住建部審批的建筑業(yè)企業(yè)資質(zhì)（含施工總承包特級(jí)）的新申請(qǐng)、升級(jí)、重新核定事項(xiàng)，實(shí)行網(wǎng)上申報(bào)和審批，不再受理紙質(zhì)申請(qǐng)。

On Aug 19, 2016, the General Office of the Ministry of Housing and Urban-Rural Development (MOHURD) issued the MOHURD [2016] Notice No. 41, stating that in order to further promote the electronization of the application and approval for the qualification of construction enterprises, and also to release enterprises’ burden, to reduce social costs and to improve the efficiency of approval, the MOHURD decides to carry out online application and approval for the qualifications of construction enterprises and project bidding agencies undertaken by it. As of Dec 1, 2016, issues of qualification upgrading and re-checking will be applied for and approved online, and paper application will no longer be accepted. As of Jan 1, 2017, the issues of new application, upgrading, and re-checking of the qualification of construction enterprises (including the qualification of special grade for undertaking the entirety of a construction project) undertaken by the MOHURD will be applied for and approved online, and paper application will no longer be accepted.
