On October 29, 2015, the Shanghai Maritime Court (SMC) held a press conference, publishing the 2014 maritime trial white paper. This is the fifth consecutive issuance of white paper by the SMC since 2010. The white paper was released to the public both at home and abroad in Chinese-English bilinguals for the first time, and innovatively uses the new technical means of “quick response code scanning”. 2015年10月29日，商務部發(fā)出2015年第1號令，公布《對外援助項目實施企業(yè)資格認定辦法（試行）》。該辦法共四十四條，包括總則、資格條件及認定方式、資格審查、資格招標、資格管理、法律責任等七章內容。根據(jù)該辦法，商務部根據(jù)援外項目實施企業(yè)的不同類別，分別采用資格審查或資格招標方式進行援外項目實施企業(yè)資格認定。經(jīng)資格認定的援外項目實施企業(yè)可在相應的資格類別范圍內承擔援外項目具體實施任務。

On October 29, 2015, the Ministry of Commerce (MOFCOM) issued the No. 1 Order of 2015, publishing the Measures for Accreditation of Qualifications of the Enterprises Undertaking Foreign Aid Projects (For Trial Implementation). The 44-article Measures cover seven chapters, including General Rules, Qualification Criteria and Method of Accreditation, Qualification Examination, Qualification Tendering, Qualification Management, Legal Liability and other contents. According to the Measures, the MOFCOM will recognize the qualifications of the enterprises undertaking foreign aid projects by using the method of qualification examination or qualification tendering separately in light of the different types of the said enterprises. Upon qualification accreditation, the enterprises undertaking foreign aid projects may undertake specific implementation tasks of foreign aid projects within the corresponding scope of qualification category.

該辦法自公布之日起施行。《對外援助成套項目施工任務實施企業(yè)資格認定辦法（試行）》（商務部2004年第9號令）和《對外援助物資項目實施企業(yè)資格管理辦法》（商務部2011年第2號令）同時廢止。

The Measures will come into force as of the date of issuance. The Measures for Accreditation of Qualifications of the Enterprises Undertaking the Construction of the Complete Foreign Aid Projects (For Trial Implementation) (No. 9 Order of 2004 of the Ministry of Commerce) and the Measures for Accreditation of Qualifications of the Enterprises Undertaking Foreign Aid Material Projects (For Trial Implementation) (No. 2 Order of 2011 of the Ministry of Commerce) were repealed simultaneously.
