On August 31, 2015, the Ministry of Commerce, the National Development and Reform Commission, the Ministry of Finance and the China Banking Regulatory Commission issued the Supplementary Notice Regarding the Provision of Credit Support for Products Encouraged for Import by the State (Shang Mao Han [2015] No. 600). According to the Notice, the said four authorities decided to include the Catalogue of Technologies and Products Encouraged for Import (2015 Version) (Fa Gai Chan Ye [2015] No. 1541) released by the National Development and Reform Commission, the Ministry of Finance and the Ministry of Commerce in the scope of import credit support, on the basis of the existing import credit support under the preferential interest rate of the Export-Import Bank of China. Advanced technologies, critical equipment and parts & components, and scarce resource products covered in the Catalogue will be provided with import credit support under the preferential interest rate. According to the report of Shanghai Securities News dated September 1, the People’s Bank of China (hereinafter referred to as “PBOC”) recently issued the Notice of the People’s Bank of China Regarding the Expansion of the Scope of the RMB Purchase and Sales Business (Yin Fa [2015] No. 250) for various banking institutions, in order to promote cross-border utilization of RMB and further push ahead with financial reform. The Notice seeks to broaden the scope of the RMB purchase and sales business by including cross-border RMB settlement demands under direct investments; the type of product covers, among others, spot, forward and swap transactions. The PBOC indicated in the Notice that domestic agent banks and overseas clearing banks shall require overseas participating banks to strengthen the examination and verification on the authenticity of customers’ demand for purchase of foreign currency. Domestic agent banks and overseas clearing banks shall submit the information about the purchase and sales business of RMB to the RMB cross-border receipts and payments information management system in a timely and precise manner.
