As there lacks a unified framework for management of conservation areas by objectives at the national level, the priority of the research lies in study of relevant laws and policies, clauses of relevant standards and compulsory clauses, and explanation of major content of the standards, etc., clarify the requirements on the protection and utilization of natural, historical and cultural heritages in relevant national laws, regulations and provisions; sort out all applicable standards and compulsory clauses involved in the technical standard; study the elements, connotation of clauses, various technical indicators and compulsory provisions in relevant foreign laws, to determine the principles, major content and basic requirements of protection and utilization of natural, historical and cultural heritages by making comparison with the current situation of China.
