2020年9月，中國明確提出2030年“碳達峰”與2060年“碳中和”的雙碳目標。實現(xiàn)雙碳目標是生態(tài)文明建設的重要內(nèi)容，將推動經(jīng)濟社會發(fā)展全面綠色轉型，是一場廣泛而深刻的經(jīng)濟社會系統(tǒng)性變革。
In September 2020, China clearly set the goals to peak carbon emissions by 2030 and to achieve carbon neutrality by 2060 (also known as the “dual carbon goals”). As an important part of ecological civilization development, achieving the “dual carbon goals” represents an extensive and profound systematic change in the economy and society, which will promote the comprehensive green transformation in economic and social development.
在實際工作中，由于高質量發(fā)展、實現(xiàn)雙碳目標以及應對氣候變化的相關工作突破傳統(tǒng)思路、專業(yè)性強、涉及職能部門較多，各級政府尤其是地市及以下的政府部門對政策要義和工作方法了解不充分甚至有誤解，對于如何將其與自身具體的工作相結合還需要進一步探索；對于行業(yè)、企業(yè)來說，如何能在“綠色”“低碳”和“發(fā)展”這些關鍵詞中取得平衡、找到促進自身升級發(fā)展的新動能與機遇，又該如何面對挑戰(zhàn)，同樣需要來自多方的支持；社會組織對于綠色發(fā)展和應對氣候變化缺乏深入了解，需要更多針對性的學習才能更好地監(jiān)督、支持和推動相關工作開展。如能在十四五期間開展有針對性、系統(tǒng)化的面向多主體的應對氣候變化、促進綠色發(fā)展地方交流研討與傳播活動，倡導全社會積極參與綠色低碳的美麗中國的建設，將為推動雙碳目標實現(xiàn)、促進可持續(xù)發(fā)展、夯實現(xiàn)代環(huán)境治理體系做出積極貢獻。
In the practical work, the departments of governments at all levels, especially those at the prefecture level and below, have an insufficient understanding and even misunderstanding of relevant policy essentials and working methods. This is because the tasks in terms of maintaining high-quality development, achieving “dual carbon goals” and coping with climate change—breaking away from traditional approaches—require strong expertise and involve numerous functional departments. These government departments still need to further explore how to better combine such tasks with their own specific work. Likewise, industries and enterprises also need multiple stakeholders to support them in balancing “green”, “low carbon” and “development”, finding new driving forces and opportunities for their upgrade and development, and in better responding to challenges. Social organizations—who lack a deep understanding of promoting green development and responding to climate change—need more targeted learning to supervise, support and advance relevant work in an even better fashion. During the 14th Five-Year Plan period, if the project team can carry out targeted and systematic multiple party-oriented local exchanges, discussions and communications for addressing climate change and promoting green development to call for the whole society to actively take part in the green and low-carbon initiative of building a beautiful China, it will make positive contributions to achieving the “dual carbon goals”, promoting sustainable development and strengthening the modern environmental governance system.
因此，生態(tài)環(huán)境部宣傳教育中心聯(lián)合能源基金會共同發(fā)起了“美麗中國，我是行動者”面向多主體的應對氣候變化、促進綠色發(fā)展地方交流研討與傳播活動，旨在在全國選擇8個具有低碳轉型代表性的重點城市開展。對話會圍繞“氣候、環(huán)境、雙碳、經(jīng)濟增長的多方協(xié)同，推動高質量發(fā)展”這一主題，結合2022“美麗中國，我是行動者”行動計劃要求和各城市的實際需求，在此基礎上開發(fā)研討會議程，邀請專家和相關參會人員，針對該地區(qū)和重點行業(yè)在綠色發(fā)展和應對氣候變化方面面臨的挑戰(zhàn)與機遇、相關政策、解決路徑、成功案例等展開深入交流與探討。
To this end, the Center for Environmental Education and Communications (CEEC) of the Ministry of Ecology and Environment, in collaboration with the Energy Foundation China (EF China), has jointly initiated “Beautiful China, I am the Actor” Multiple Party-oriented Local Exchanges, Discussions and Communications for Addressing Climate Change and Promoting Green Development, with an aim to select eight major cities nationwide that are representative in terms of low-carbon transformation to carry out the campaign. The dialogue sessions have developed agenda for discussions by focusing on the theme of “multi-party synergy of climate, environment, ‘dual carbon goals’ and economic growth promoting high-quality development” based on the requirements of 2022 “Beautiful China, I am the Actor” action plan and the actual demands of various cities. Experts and relevant participants at the sessions have been invited to conduct in-depth exchanges and discussions on the challenges and opportunities the selected regions and key industries are facing in promoting green development and responding to climate change, as well as relevant policies, solutions, and successful cases, etc.
