In April 2023, the Nanjing Municipal Commission of Development and Reform launched the mid-term evaluation of the 14th Five-Year Plan. Additionally, it explores the transition pathway from dual control on total energy consumption and energy consumption intensity to dual control on total carbon emissions and emission intensity, in light of the industrial structure characteristics of Nanjing.
