I. Execution of Audit Plan and Internal Control Evaluation
二季度陸續(xù)啟動了廣東、江蘇、遼寧、山西、河北和總公司銀行保險部等六個審計項目,并實施了四個高級管理人員的離任審計;出具了人力資源部和廣東分公司的審計報告以及四份離任審計報告;形成了對團險業(yè)務部、江蘇、遼寧、山西和河北的審計報告初稿;對總公司銀行保險部的審計正在進行過程中。下表是截止到二季度末審計項目的進展情況和內控評價。
In Q2 of 2012, six auditing projects on Guangdong Branch, Jiangsu Branch, Liaoning Branch, Shanxi Branch, Hebei Branch and Department of Banking & Insurance of the Head Office are launched successively, as well as off-office auditing projects on four senior managers; during this period, audit reports of Human Resources Department and Guangdong Branch and four off-office audit reports are issued; drafts of audit reports on Group Insurance Business Department, Jiangsu Branch, Liaoning Branch, Shanxi Branch, Hebei Branch are prepared; audit on Department of Banking & Insurance of the Head Office is under way. The table below lists progress of the auditing projects and internal control assessment as of the end of Q2 of 2012.

整改措施:
Rectification measures:
1.設定儲備人才標準,按照儲備人才特點制定人才培養(yǎng)計劃。12月底前完成。
1. Establish talent reservation standard and formulate talent cultivation plan based on different characteristics of talents. The work should be completed prior to the end of December, 2012.
2.公司的內部控制職能滲透在各個部門的工作當中,同時計劃財務、風險管理、法務合規(guī)、稽核審計、黨務監(jiān)察等部門從事前、事中、事后等環(huán)節(jié)對內部風險進行監(jiān)督和檢查。在下一階段重檢部門職責時,將對各部門承擔的內控責任加以明確。12月底前完成。
2. Internal control of the company should be followed through in daily work of all departments; meanwhile, departments including finance, risk management, legal compliance, audit and party affairs supervision should carry out internal risk supervision and examination through the whole process. When rechecking department responsibilities at the next stage, internal control responsibilities of each department should be identified, and the work should be completed prior to the end of December, 2012.
3.公司辦公室牽頭有關部門建立相應制度,對事項審批中的會簽部門做出規(guī)定。由于涉及公司各部門的審批事項,具體完成時間尚在討論中。
3. Office of the company should coordinate with related departments in establishing corresponding system, and stipulate countersign department for matter approval. Completion time of this work is still under discussion as it relates to approval matters of various departments of the company.
4.與合作單位聯系協商在系統中設定培訓效果評估表安排學習者填報,了解學員培訓效果;對評估結果進行總結。9月底前完成。
4. Communicate and coordinate with cooperator to formulate training effect evaluation table and arrange participants to fill in the table, learn about training achievement, summarize evaluation result, and the work should be completed before the end of September, 2012.
5.與董辦進行溝通,建議對此項內容進行修訂。12月底前完成。
5. Communicate with Office of the Board of Directors, it is suggested to revise this item before the end of December, 2012.
6.進一步理順員工離職流程;集中刪除已離職員工的系統權限。6月底前完成。
6. Straighten out employee turnover process, and delete all system authority of leaving employees, which should be completed before the end of June, 2012.
