For businesses that set up their projects, produce original animation TV programs with proprietary IPRs and screen them at cinemas, the rewards will be 5% of their box office revenues in account (based on the cinema statistics recorded by the national government) and the upper limit of the rewards will be one million yuan.
動(dòng)畫電視電影播出獎(jiǎng)與銷售收入獎(jiǎng)勵(lì)不同時(shí)享受，如有重復(fù)，按照從高的原則給予獎(jiǎng)勵(lì)。申請(qǐng)獎(jiǎng)勵(lì)企業(yè)須提交工商營(yíng)業(yè)執(zhí)照、發(fā)行許可證、播出或上線合同、收視率證明、銀行賬單等材料；外包收入以人民幣結(jié)算的，將人民幣按結(jié)匯匯率折算成美元來(lái)兌現(xiàn)。
The rewards for animation TV programs and films will only be given for either the highest audience rating or for the highest sales revenue. Businesses applying for the rewards must submit their business license, issuing permits, airing and screening contract, audience rating certificate, bank statements and so on; outsourcing income settled in Renminbi will be converted into U.S. dollar according to the settlement of exchange rate for rewards.
（一）新設(shè)立的軟件、動(dòng)漫及服務(wù)外包企業(yè)總部、地區(qū)總部，自建自用辦公用房的，城市基礎(chǔ)設(shè)施配套費(fèi)50%獎(jiǎng)勵(lì)給企業(yè)；購(gòu)買自用辦公用房的，按其所繳契稅全額標(biāo)準(zhǔn)給予補(bǔ)助；園區(qū)內(nèi)企業(yè)租賃自用辦公用房，合同期在5年以上的，自入駐園區(qū)起3年內(nèi)，由所在區(qū)、園區(qū)按10—15平方米/人的標(biāo)準(zhǔn)免費(fèi)提供辦公用房。
(I) With regard to the headquarters and regional headquarters of newly-built software, animation and service outsourcing businesses which build offices for their own use, 50% of the supporting charges of urban infrastructure facilities will be rewarded to the enterprises; if the said headquarters purchase offices for their own use, subsidy will be made available according to the deed tax they pay in full; if enterprises operating in the parks rent offices and the contract term is over 5 years, the district and park where the enterprises are located will provide them with free offices from the 3rd year after they enter the park per the standard of 10-15sqm/person.
（二）積極吸納各類社會(huì)資本和力量參與園區(qū)建設(shè)，對(duì)在園區(qū)進(jìn)行基礎(chǔ)設(shè)施和生產(chǎn)生活配套服務(wù)設(shè)施及各類公共服務(wù)平臺(tái)建設(shè)，供軟件、動(dòng)漫及服務(wù)外包入駐企業(yè)租用的，對(duì)所繳納稅收市、區(qū)（開發(fā)區(qū)）地方留成部分，前3年全額獎(jiǎng)勵(lì)，第4年至第6年50%獎(jiǎng)勵(lì)，建設(shè)中涉及的市級(jí)及以下行政性事業(yè)性收費(fèi)一律免除。
(II) Public investment of various kinds are encouraged in the construction of parks and as for the infrastructure, supporting facilities and various public service platforms constructed in the park which will be used by software, animation and service outsourcing enterprises, the part of tax revenue reserved by the municipality and district (development zone) will be fully refunded in the first 3 years and 50% of the said part will be refunded from the fourth to the sixth year. Administrative fees involved at the municipal or under municipal level will be exempted.
（三）行業(yè)科技中介和軟件、動(dòng)漫及服務(wù)外包企業(yè)創(chuàng)建研發(fā)中心（技術(shù)中心）、公共服務(wù)平臺(tái)，并經(jīng)國(guó)家、省認(rèn)定的，分別給予100萬(wàn)元、50萬(wàn)元的項(xiàng)目資助。國(guó)家和省工程技術(shù)中心、重點(diǎn)實(shí)驗(yàn)室、重點(diǎn)高校院所在軟件園設(shè)立軟件研發(fā)分支機(jī)構(gòu)的，給予20萬(wàn)—50萬(wàn)元的獎(jiǎng)勵(lì)。軟件、動(dòng)漫及服務(wù)外包重點(diǎn)企業(yè)引進(jìn)院士設(shè)立院士工作站，并與企業(yè)建立長(zhǎng)期合作關(guān)系，每站給予100萬(wàn)元資金支持。
(III) With regard to sci-tech intermediaries, animation and service outsourcing enterprises which establish R&D center (technology center), public service platform which are approved by national and provincial authorities, they will enjoy 1 million yuan and 500, 000 yuan in project subsidy respectively. If national and provincial engineering centers, key labs and leading universities and institutes set up software research branches in the software park, they will enjoy 200, 000 to 500, 000 yuan in rewards. If major software, animation and service outsourcing enterprises bring in academicians and establish academician stations which enter into long-term partnership with the enterprises, each station will enjoy 1 million yuan in capital support.
