上海新城作為“十四五”時(shí)期建設(shè)發(fā)展的重要發(fā)力點(diǎn),是城市高質(zhì)量發(fā)展背景下的綠色低碳生產(chǎn)生活示范區(qū)。
The new cities in Shanghai form an important part of the general construction and development goals of the “14th Five-Year Plan” (2021-2025) in China and represent a demonstration zone for green, low-carbon production and living against the backdrop of high-quality urban development.

This paper builds a model on the analysis of correlation between carbon emissions from transportation and 5D built environmental elements in Songjiang New City in Shanghai using statistics gathered from cellular signaling data, survey data on resident mobility, and internet-based electronic map data. This analysis considers several factors, including the density of residential population, job-housing ratio, land mix degree, development intensity, the density of bus stops and road network density, and job density, in order to identify the most significant factors affecting carbon emissions from transportation in the new city.

Subsequently, proceeding from the practice of Songjiang New City in low-carbon transit planning, this paper proposes the strategies and recommendations for optimizing low-carbon mobility in the new city from several aspects. These include building a functionally independent node city; creating a transit system that externally prioritizes public transit and internally focuses on non-motorized traffic (NMT); popularizing the low-carbon demonstration zone at different levels and under different categories; strengthening guidance on carbon-inclusive mobility; and implementing various element indicators in the low-carbon built environment.
