Streets enable the flow of urban transport and civic life. They are the manifestation of high-level logic in urban planning and design; and the spatial quality of streets, and how they operate and illustrate governance capacity in urban transport. In 2014, New York brought in a Vision Zero Action Plan which aims to eliminate traffic deaths and serious injuries. Since then, the city has actively explored traffic safety, precedence of green transport, low-carbon transport and the sustainable construction of transport facilities. The city has also formulated an effective regime of street governance. This paper comprehensively sets out road transport characteristics in New York and provides a recap of relevant programs and plans in the city relating to street improvement and governance. Drawing on this information, the paper throws light on the inspirational impact of New York’s planning, design and governance practices in three areas. These areas are street planning goals, street design and principles of governance, and planning, design and governance strategies for urban road transport.
保障老年人交通安全是老齡化社會(huì)背景下各個(gè)國(guó)家普遍關(guān)注的重要問(wèn)題之一。基于日本全國(guó)都市交通調(diào)查與交通事故報(bào)告,對(duì)老年人出行特征及事故特點(diǎn)進(jìn)行分析。日本在建立及時(shí)有效的信息采集分析數(shù)據(jù)庫(kù)基礎(chǔ)上,根據(jù)老年人口結(jié)構(gòu)、出行狀況、交通事故等特征,通過(guò)完善法律法規(guī)、改善老年人步行環(huán)境、推廣新型安全交通方式、提高老年安全駕駛綜合能力、應(yīng)用車輛安全駕駛輔助功能等方面應(yīng)對(duì)策略保障老年人出行安全。最后,結(jié)合中國(guó)老齡化與老齡交通特點(diǎn),提出建立老齡交通信息統(tǒng)計(jì)庫(kù)、完善以老齡交通為主體的法律法規(guī)體系、將新興科技運(yùn)用到交通適老化調(diào)整中的建議。
Guaranteeing the safety of the elderly in traffic is a key concern of countries with an aging population. This paper analyzes the travel patterns of the elderly, and characteristics of accidents which involve them, using information gathered in a national urban traffic survey and data from traffic accidents in Japan. Through timely and effective collection of information and by using an analysis database, Japan seeks to guarantee the safety of elderly people in traffic through a range of strategies. Based on population structure, travel conditions, traffic accidents and other characteristics relevant to transit by the elderly, such strategies include improving laws and regulations, making better walking environments for the elderly, popularizing new and safe travel modes, building up the capacity of the elderly for safe driving, and using the auxiliary function of vehicles for safe driving. Finally, considering the characteristics of China’s aging population and aging transport system, the paper suggests establishing an information statistics bank on aging transport, improving the legal system which prioritizes aging transport, and applying emerging technologies to facilitate adjustment of elderly-friendly transport.
