The concept of “Lucid Waters and Lush Mountains are Invaluable Assets” was proposed by General Secretary Xi Jinping as a major theoretical innovation after thinking deeply about the relationship between development and protection. It is also a major theoretical achievement of the Sinicization of Marxism. It reveals profoundly the dialectical relationship and internal law between man and nature, economic development and environmental protection. It also provides a strong theoretical support, a fundamental principle, and a guideline for action in constructing an ecological civilization and a beautiful Chinese nation with sustainable development. 15年來，“綠水青山就是金山銀山”逐漸發(fā)展成為系統(tǒng)科學(xué)的、來源于實(shí)踐并指導(dǎo)實(shí)踐的重要理念，是習(xí)近平生態(tài)文明思想的標(biāo)志性觀點(diǎn)和代表性論斷，已成為全黨全社會(huì)的共識(shí)和行動(dòng)。為深入踐行習(xí)近平生態(tài)文明思想，探索“綠水青山就是金山銀山”實(shí)踐，生態(tài)環(huán)境部于2017年啟動(dòng)了第一批“綠水青山就是金山銀山”實(shí)踐創(chuàng)新基地建設(shè)工作，制定發(fā)布了《“綠水青山就是金山銀山”實(shí)踐創(chuàng)新基地建設(shè)管理規(guī)程（試行）》等政策文件。
Originated from practices, and now guides practices, “Lucid Waters and Lush Mountains are Invaluable Assets” has gradually evolved into an important systematic and scientific concept in the past 15 years. This iconic viewpoint and representative conclusion of the Xi Jinping Thought on Ecological Civilization has become a consensus and action of the whole Party and society. To thoroughly implement the Xi Jinping Thought on Ecological Civilization and explore the practices of “Lucid Waters and Lush Mountains are Invaluable Assets”, the Ministry of Ecology and Environment of China formulated and issued the policy documents such as the Regulation on the Administration of the Establishment of “Lucid Waters and Lush Mountains are Invaluable Assets” Practice and Innovation Bases (For Trial Implementation), and launched the first batch of “Lucid Waters and Lush Mountains are Invaluable Assets” Practice and Innovation Bases in 2017.

The General Office of the Central Committee of the Communist Party of China and the General Office of the State Council recently issued the Opinions on Establishing and Improving the Value Realization Mechanism of Ecological Products (hereinafter referred to as the Opinions), stipulating that under the premise of strictly protecting the ecological environment, diverse methods and approaches are encouraged to scientifically and rationally help realize the value of ecological products.

To thoroughly implement the requirements in the Opinions, focus has been placed on the path, mode, and mechanism of ecological product valuerealization. At the basis of exploration via pilots while constructing, and discovering the characteristics while summarizing, four transformation paths of “Lucid Waters and Lush Mountains are Invaluable Assets” have been preliminarily established. These four paths include “Safeguarding Lucid Waters and TurningThem into Invaluable Assets”, “Increasing Lucid Waters and Invaluable Assets”, “Turning Lucid Waters into Invaluable Assets”, and “Green Capital”. This covers demonstrative samples with different resource availability, including mountainous area, flat land, forest area and island. It also covers different regional conditions of east, central and west regions, and different development directions, such as ecological conservation, modern agriculture, all-area-advancing tourism and technological innovation and more. It serves as a rich and diverse reference sample for establishing a sound ecological product value realization mechanism. Throughout the practices, there are both overlapping and evolving transformation paths of "Lucid Waters and Lush Mountains are Invaluable Assets" in various regions, fully reflecting the internal unity, mutual promotion, and co-existence of ecological environmental protection and economic development.
