Established in August 2021, Shanghai Biopharma Industry Promotion Center (the Center) is a public institution directly under the Shanghai Municipal Commission of Economy and Informatization. It serves as an agency that carries out the goals and the tasks of Shanghai Biopharma Industry Development Leading Group and Shanghai Biopharma Industry Promotion Special Group.

Following the development plan and strategic deployment of the Shanghai Municipal Party Committee and Municipal Government on the biopharma industry, the Center is committed to building a hub and cluster of biopharma industry with global influence under the mission of promoting a high-quality biopharma industry development in Shanghai.
中心主要職能：
Main functions of the Center:
一、發(fā)揮智庫作用，開展生物醫(yī)藥產(chǎn)業(yè)發(fā)展政策研究、行業(yè)運(yùn)行分析、產(chǎn)業(yè)數(shù)據(jù)采集和產(chǎn)業(yè)信息庫建設(shè)，為政府部門決策提供依據(jù)；參與編制上海市生物醫(yī)藥產(chǎn)業(yè)發(fā)展戰(zhàn)略及發(fā)展規(guī)劃，協(xié)助政府部門擬定相關(guān)政策、措施和法規(guī)，并組織實(shí)施。開展各類軟課題研究，撰寫年度生物醫(yī)藥產(chǎn)業(yè)報(bào)告。
I. Fully leverage think-tanks to provide a decision-making basis for government departments by carrying out development policy research, operation analysis, data collection and information base construction of the biopharma industry. Participate in the formulation of development strategies and plans of the biopharma industry for Shanghai, assist government departments in formulating relevant policies, measures and regulations, and organize the implementation. Carry out all kinds of soft subject research and draft annual reports on the biopharma industry.
二、架設(shè)政府和企業(yè)橋梁，為企業(yè)做好全方位服務(wù)，包括人才服務(wù)、成果轉(zhuǎn)化服務(wù)、產(chǎn)醫(yī)融合服務(wù)、金融服務(wù)、第三方公共服務(wù)等。加強(qiáng)產(chǎn)業(yè)技能及產(chǎn)業(yè)人才培訓(xùn)，積極引進(jìn)創(chuàng)新成果和高層次人才；探索實(shí)施“臨床加速器”、企業(yè)“批次貸”、“產(chǎn)業(yè)鏈貸”等服務(wù)內(nèi)容。
II. Build a bridge between the government and enterprises, and provide all-round services including talent services, achievement transformation services, industry-medicine integration services, financial services, third-party public services and such for enterprises. Strengthen the training of skills and personnel within the biopharma industry, and actively introduce innovative achievements and high-level talents. Explore the provision of services such as “clinical trial accelerator”, “multi-tranche financing facility” (for enterprises), “industrial chain loan”, and more.
